Spider-Man is down and out, he's about to be assaulted by a group of thugs from the 'The Warriors' movie when two of the lamest superheroes come to his aid.
The two heroes in question are ''Cloak-and-dagger''**. You ever look at a comic book selection and see two characters 'Hawk and Dove' and think to yourself; ''Boy these two people look kind of lame'' there can't be anything worse than this.
While it seems somebody heard my words and decided to go back in the past create these two. I have no idea what their back story is and I can't be bothered to learn it. I'm pretty sure the comic and question explains it in a monologue somewhere but I can't remember.
Anyways these two help Spider-Man out of his current jam and take him to their local Church to be healed. But the lame villain Shriek and her pet ''Doppelganger'' are hot on Spider-Man's Trail and decide to crash into the place, fighting against the cloak-and-dagger.
Theres a big bunch of exposition given about Shrieks back story. It turns out she was created when she accidentally got sucked into a Vortex that was created by the character Dagger. He has the ability to trap people into another dimension and screw with their mental chemistry. Very similar to the Teen Titans character 'Raven' but nowhere near as interesting.The fighting goes on for a few pages and our heroes are able to overcome shriek and the doppelganger.
It's at this point, two thirds into the story that I realise 'we haven't seen Carnage at all.' He was in a one panel at the very beginning talking to Jay Jonah Jameson but then is oddly absent.
Carnage does eventually show up to Aid the other two villains in battle, Killing the character cloak in the struggle. Only to end up attacking shriek because she was about to kill Spider-Man. A job that only Carnage is allowed to do.
He reminds shriek that he's the true leader of this operation and even their pets spider the doppelganger will follow him before anyone else. He then decides to leave Spider-Man alive and goes off into the city to do god-knows-what.
Dagger is depressed at the death of his friend, and I think we're supposed to care. But as I mentioned before I've never heard of this guy and I don't care about his predicaments.
The end of the comic Cuts over to a random street. Where a group of hoodlums are about to attack some lady. But before they can do any serious damage Venom jumps from beyond high and dispatches of the hoodlums. Possibly killing them. (This is at that weird stage when Venom was an antihero) He looks into a store window at a local television broadcasting an image of Spider-Man and Carnage. The news proclaims the two are in cahoots and are causing quite a bit of trouble for at the city. Venom claims that the city needs them* and is now on his way to deal with this new threat.
The second issue of Maximum Carnage isn't the most interesting thing in the world. It's kind of a filler, most of it just being a fight scene. I've never been a particular fan of having Exposition in a fight scene, it just seems difficult to believe that two people can have a conversation with one another while simultaneously fending off of their lives.
It's a bit of a lack luster issue only keeping your spirits up because of the promise of Venom at the end. If it wasn't part of a larger self-contained story I wouldn't bother with it.

*Venom often refers to himself as 'they, them or us'. Because of the duality of the Symbiotes and Eddie Brock (The Host) as being two different people bound together to make one solitary Being. Which is in contrast with Carnage who is become a full-fledged one off being.
** I don't have any issues with cloak and dagger as a superhero group they just come out of nowhere in this comic and they're not that interesting. It's a first impressions for me and they didn't leave a good Mark.
